From Ikea's PS series a design by Monika Mulder.
We have tried to find out what year this is from, but find extremely little information online.
It is a metal base on wheels, with two removable white oval trays on top. The upper one can be lifted off including what is on it, the lower one has to be tilted so can only be removed empty.
The wheels roll fine.
